The CMS has announced that they are searching for a company to contract to create star rating plan measures for health plans that are for enrollees that are eligible for both Medicare and Medicaid. According to James Verdier, a senior fellow at Mathematica Policy Research, the separate star rating is necessary because dual eligible health plans cover more services and benefits than Medicare alone.
The star rating plan is intended to distribute bonus payments to Medicare Advantage contracts who receive a quality rating of four stars or higher. Plans that have a quality rating less than three stars for three consecutive years will be removed by the authority of the CMS. The company that develops the star ratings will also work with the CMS to analyze the socio-economic factors of the star ratings for Medicare Advantage plans. All responses are due to the CMS by March 17, 2016.
