Newly Drafted Medicare For All Proposes New Budget Model

On January 14, 2019, the House Democrats developed a draft for the approaching Medicare for All bill, which will suggests a new budget model. Initially, Senator Bernie Sanders had developed the framework for the Medicare for All bill in 2017, but the new draft expands on the funding for the bill.  Sanders’ bill had put the bill as one of the top agenda items for the House Democrats.

Within the new draft, Rep. Pramila Jayapal outline the budget system for the Medicare for All bill, which would be modeled after a nationalized global budget system. The first initiative is to have regional directors appointed from the the Health and Human Services (HHS) Department. These regional directors will serve in specific areas across the nation to manage healthcare organizations and physicians.

The regional directors will be in charge of working directly with the healthcare organizations and physicians to arrange a global budget. This budget would be paid out to the healthcare organizations and physicians ahead of time. The global budget will be set based on the history of expenses, patient capacity and staffing.

Healthcare organizations would be held responsible for following their appointed global budget, but will be able to be reviewed by the set regional director up to four times a year to see if any adjustments to the global need to be made.
